Energy emergency preparedness and intervention measures

The 2012 Energielenkungsgesetz (Energy Intervention Powers Act) entrusts emergency preparedness and intervention measures for the electricity market to E-Control.

This involves preparedness planning and developing measures aimed at maintaining electricity supplies in the event of an emergency. Such action can involve intervention in the power generation industry, e.g. by issuing instructions to generators, and on the consumption side, e.g. by appealing for power saving, by rationing electricity or by cutting off supplies to entire areas.

E-Control is responsible for drawing up and coordinating intervention measures that can be enacted by ordinance of the Minister of Economy, Family and Youth in the event of a crisis. The operational implementation of these measures is the responsibility of the control area operators, and of the relevant market players where their involvement is necessary. The provincial governors are in charge of intervention to enforce provincial consumption quotas.


To ensure that there is reliable data on which to base the preparation and implementation of emergency intervention measures, E-Control is empowered by section 11 para 1 Energy Intervention Powers Act 2012 to order the reporting of data by market participants at periodic intervals. This reporting is governed by the Energielenkungsdaten-Verordnung (Energy Intervention Data Ordinance).
