The metering charge

The metering charge

The metering charge compensates system operators for the costs directly attributable to the installation and operation of metering equipment, its calibration and meter reading. The charge is reduced if a system user provides metering equipment itself.
The rates are maximum charges; they are expressed in euro per month. They include the meters themselves and any remote reading equipment, as well as transformers if needed.

Types of metering

  • Medium voltage transformer operated load profile metering means the uni- or bi-directional recording of the quarter-hourly average loads (capacity values) of one or two power installations during a given period at metering points at grid levels 4 or 5, in addition to consumption metering.
  • Low voltage transformer operated load profile metering is the uni- or bi-directional recording of the quarter-hourly average loads (capacity values) during a given period at metering points at grid levels 6 or 7, using transformers, in addition to consumption metering.

  • Low voltage transformer operated quarter-hourly maximum load metering is the recording of the peak quarter-hourly average load (capacity values) in a calendar month at metering points at grid levels 6 or 7, using transformers, in addition to consumption metering.

  • Direct load profile metering is the uni- or bi-directional recording of all quarter-hourly average loads (capacity values) during a given period, in addition to consumption metering.

  • Quarter-hourly maximum load metering is the recording of the peak quarter-hourly average load (capacity values) in a calendar month, in addition to consumption metering.

  • Multiple-tariff metering is consumption metering without recording of capacity values but with at least two tariffs for different times of the day, using a tariff switch.

  • Single-tariff three-phase metering is consumption metering without recording of capacity values, using a four-wire, three-phase current circuit.

  • Single tariff alternating current metering is consumption metering without recording of capacity values, using a two-wire circuit.

  • Reactive power metering is the metering of reactive power without the recording of capacity values. Itemised billing of reactive power is prohibited for metering types 1, 2 and 4.

The following maximum rates (euro/month) apply to the various metering types:

Medium voltage transformer operated load profile metering 75,00
Low voltage transformer operated load profile metering 52,00
Low voltage transformer operated quarter-hourly maximum load metering 11,00
Direct load profile metering 50,00
Quarter-hourly maximum load metering 9,00
Multiple-tariff metering 4,00
Single tariff three-phase metering 2,40
Single-tariff alternating current metering 1,00
Reactive power metering 2,40
Tariff switch 1,00
Prepayment meter 1,60

In cases where any of the metering mentioned in section 10 (1 Z 1 to 9 resp. 2 Z 1 and 2) is substituted by an intelligent meter (smart meter) the corresponding charges will apply.

A maximum of 1.5% of the replacement value may be billed as metering charges for other types of metering equipment not named in section 9 Systemnutzungsentgelte-Verordnung (System Charges Order) and owned by the system operator
.

If a system user provides metering equipment itself, the price limits (euro/month) are reduced as follows:

Load profile metering:
Load profile meter 6,00
GSM or landline modem 5,00
Telephone extension 5,00
Quarter-hourly maximum load metering 3,50
Multiple-tariff metering 0,80
Single tariff three-phase metering 0,40
Single-tariff alternating current metering 0,30
Metering transformer:
Grid levels 4 and 5 20,00
Grid levels 6 and 7 1,50
