E-Control internationally
E-Control has substantially contributed to the establishment of the European Internal Energy Market. As a small country within the European Union, Austria must be more active and contribute more than others to be heard among the other Member States' voices.
This is why E-Control has been involved at all levels of international regulation since its establishment in 2001; and we have been quite successful:
E-Control is a member of the Council of European Energy Regulators (CEER). Our Executive Director Walter Boltz is CEER vice president and chairs the gas working group. And in the newly established Agency for the Cooperation of Energy Regulators (ACER), he was elected vice-chairman of the Board of Regulators in May 2010. E-Control staff members also lead other European working groups, for instance on market monitoring, security of supply and consumer empowerment.
Liberalisation of the energy markets at European level aims at the creation of common internal markets for electricity and gas. The European Regulators' Group for Electricity and Gas (ERGEG) initiated the so-called Regional Initiatives: as a stepping stone towards the final goal, seven electricity and three gas regions work on first integrating their regional markets. Now, these fall within the responsibility of ACER. Austria's location in the heart of Europe makes E-Control an active member of several of these electricity regions and of the gas region South South-East Europe.
The European Commission created a number of energy fora at European level, such as the Florence Forum for electricity or the Madrid Forum for gas, which are also meant to contribute to the harmonisation of energy markets throughout Europe and to bring all stakeholders together for fruitful discussions. Some years ago, the Commission established an additional forum on the rights of energy consumers: the Citizen's Energy Forum in London. E-Control has actively provided input to these fora from the very start, contributing to the future development of energy markets and their liberalisation in Europe.
We are also active in the Energy Community of Southeast Europe. E-Control is a so-called "participant" in the Energy Community Regulatory Board (ECRB) to further the development of energy markets in the Western Balkans.
E-Control's staff are highly qualified and renowned for their expertise. We do not just participate in exchange programmes and best practice networks but we actively promote them. Our employees are sought-after partners for EU projects and programmes, and we frequently receive international delegations at our Vienna offices when our partners from abroad want to learn about liberalisation in Austria and our work.
